What is the Scopus CSAB RADAR?

 In 2017 two events happened which have had a huge impact on smaller publishers and independent academic journals. The first event was the demise of Jeffrey Beall's 'Beall Lists' in January 2017 and shortly thereafter, the creation of the Scopus Content Selection & Advisory Board (CSAB) RADAR system. Although seemingly unconnected and unrelated, Mr. Beall's lists were a huge throttle to the competition of the major publishers like Elsevier, Springer, Taylor & Francis, and Inderscience. When Beall took down his lists due to the potential of major litigation from OMICS and pressure from his American university (University of Colorado at Denver), he took down a major tool of the top publishers in crushing their competition. Therefore, something else was needed so Elsevier (the owner of Scopus) created the CSAB RADAR system which:   

RADAR is a tool that began in 2017 by which Scopus identifies and filters out ‘outlier journals’. Outlier journals are journals indexed in Scopus which show outlier behavior and rapid, 'unexplainable' changes in behavior. Red flags are stated by Scopus to include

1) Total article output and sudden article output growth,

2) Shift in geographical diversity among authors and editors, and

3) Shift in received citations and percentage of self-citations.
